About the RoleAl Turath Engineering Consultant L.L.C. is seeking an experienced NOC Engineer who already holds valid RTA approval/registration to join our Roads & Infrastructure division. This is a mandatory requirement — the candidate must be able to submit and sign off on RTA applications under their own approved status from day one. The role covers the full lifecycle of NOC submissions and approvals, liaising with government and utility authorities across Dubai to ensure smooth project progression and regulatory compliance.Key Responsibilities
Prepare, submit, and follow up on NOC applications with relevant authorities, including RTA, DEWA, Civil Defense, Etisalat, and DU.
Act as the RTA-approved signatory for submissions requiring individual RTA registration.
Track approval status and proactively resolve queries or comments raised by authorities to avoid project delays.
Coordinate closely with internal design, engineering, and project management teams to ensure submission packages meet authority requirements.
Maintain strong working relationships with government and utility stakeholders to facilitate efficient processing of approvals.
Keep up to date with changes in authority regulations, submission procedures, and documentation standards.
Maintain accurate records and trackers of all NOC submissions, statuses, and correspondence.
Support project teams with authority-related risk identification and mitigation planning.
Requirements
Mandatory: Currently holds valid, active RTA approval/registration — candidates without this will not be considered.
Minimum 5 years of relevant experience in Dubai, specifically within a consultancy environment.
Proven hands-on experience obtaining NOC approvals from RTA, DM, DDA, DEWA, TRAKHEES, Civil Defense, Etisalat, and DU.
Strong background in NOC submissions, approval processes, and stakeholder coordination for roads and infrastructure projects.
Excellent communication and coordination skills, with the ability to liaise effectively across multiple government and utility authorities.
Strong organizational skills and attention to detail in managing multiple concurrent submissions.
Bachelor's degree in Civil Engineering or a related field (preferred).
